We don't fire on any surface contact without approval from the Weapons Officer (Gun Boss). Rules of Naviagtion clearly state that all seagoing vessels maintain a minimum distance from all national vessels of war. We have "warning shots" if a contact gets too close. That's also AFTER we have probably contacted them by radio, repeatedly. The USS Cole was in port moron
