This is not entirely true. Direct democracy would still mean some sort of "rulership" in the sense that it could set rules (decided by everyone, as opposed to indirect democracy). Anarchy in essence means that there should be no body that tells you what to do. I do not think Chomsky is a pure "anarchist" in this essence. And by the way, direct democracy is simply better than indirect democracy where only a few can decide what should happen.

USSR, Cuba, PRC never claimed to be Communist, they did claim to be Socialist. Socialism in Marxist theory refers to a state which is in transition from Capitalism to Communism - Communism is a theoretic society in which states, borders, classes, etc. cease to exist and which functions on egalitarian principles (just as in Anarchism) much as human communities did for millions of years (Primitive Communism), albeit adapted to a modern, technologically sophisticated and globalized world.

Most people don't understand Communist theory, they associate 'Communism' with USSR, Cuba, PRC, etc.. these countries never entered a Communist phase. Communism literally derives from the word commune, the basic social unit in theoretical communist society. Soviet is Russian for Commune, they were intended to be the basis for a future stateless society where local government formed the highest authority. Central Planning/The Communist Party were originally intended to be temporary measures.

Also, there is a large faction within the Communist movement that does not consider the Soviet Union, China, or any of the other 'Communist' states to have ever been genuinely Socialist for one reason or another. Personally, I consider Tito's Yugoslavia to have been the closest thing to a Socialist state to exist long term. There are also Communists (Council Communists) whose strategies for achieving Communism are almost identical to Anarchists' although they differ on theory.

Well China and the Soviet Union never claimed to be Communist (which is actually equal to Anarchism, as a communist society would have no central state) they claimed to be Socialist, in other words they were states in transition to Communism. Under the Soviet model of Socialism the economy became centralized under the state for reasons having to do with Marxist theory (specifically the theory of productive forces) which was believed necessary to make a communist, stateless society possible.

No, Anarchy is a society without state control. In Anarchist theory, government becomes decentralized and participatory to the point where direct-democratic, local governments acting in conjunction represent the highest form of authority. This is actually the same society Marx is describing when he uses the word 'Communism.'
